A former Auburn Police Division officer who claims the department required ticket and arrest quotas of officers has filed suit against the city.

Justin Hanners filed a complaint against the city, former APD Chief Tommy Dawson and current City Manager Charles Duggan in the Montgomery County Circuit Court just after 3 p.m. Friday. The complaint states that since at least 2010, the city implemented a quota system that requires officers to issue citations “in adherence to predetermined mathematical formulas.”
