FILE - In this Sept. 9, 2019, file photo President Donald Trump speaks with reporters before departing on Marine One from the South Lawn of the White House in Washington. Trump has risked turmoil in the financial markets and damage to the U.S. economy in waging his trade war with China, America’s top strategic rival.
